Yes it can be assumed that a vaccine injection would be part of a recommended treatment for Covid-19 but unless the word...VACCINE... is specifically used, the absence of the word Vaccine could be construed as an exception to the meaning of the document. All Hospital lawyers are very evil people. And by presenting this document upon entrance to a hospital there is a good chance the hospital will not accept you, since the Hospital can say you are a hostile patient. But, I guess it's worth a try. Maybe it won't backfire.
It would be better to know that BEFORE you enter the hospital if that is the case!
