Legislation must include a positive law statement that the State's residents do not give up bodily sovereignty in a public health emergency. If someone is infectious with a serious disease, they may have to self-quarantine in their home or other self-chosen location and perhaps social distance at that location until that infection is resolved, but must retain complete Informed Medical Consent to make all other medical choices pertaining to that infection. The positive law can also negatively state that this includes interventions from public health institutions, CDC, NIH, FDA, DHSS, and the UN, NATO, WHO, and WEF.

In the case of what is called COVID19, its very infectiousness has been questioned from its start in 2020.
First it systematically matched symptoms of EMF radiation poisoning. Infections oddly broke out apparently the very order that the 5G had been installed. 5G appears to be installed globally around the world first in Wuhan, then in Northern Italy, and then another layer in Manhattan, Paris, Seattle, another Chinese province, and Spain. This seems to be the order of the COVID spread of its systemic symptoms, but might these be coincidences planned to create confusion? I suggest reserving all judgement as to cause of the very real COVID19 harm done to some, while others seemed to believe it was a mild or a very severe influenza.
A PH emergency must track down the source, but this oddly never happened with COVID-19. It was speculated first as a Wuhan military lab leak, or a wild spread from a wet market in Wuhan, but neither seem to be the case because nobody isolated the actual virus anywhere in the world. All global research and speculation was done from a single spike protein viral fragment made in a computer. This computer fragment was traced back to a patent trail with Dr. Ralph Barik at North Chapel Hill, U of NC that Dr. Fauci funded for HIV GOF research in 1999, but in 2002-2004 Barik transferred this research to bioweapon research funded by DARPA with a funding trail.
About 5 years ago, ivermectin was identified as THE CURE for SARS-COV virus by Dr. Fauci in a news video. Hydrochloroquine and one's own urine for venom cure was published elsewhere. Both of these drugs were censored and made difficult to get by pharmaceutical companies in the USA.
Then we have academic findings of toxic graphene found in the different brands of COVID vax (unadmitted but likely hidden under undisclosed proprietary info).
It would be hard to mandate a PH emergency for poisoning scheme to depopulate the world rapidly. Perhaps there was a viral component, but there is no isolated virus. Perhaps viruses were in some locations, and poison in others--aerosolized, or in the water, in the food, in the meds, in something. We do not have evidence to the best of my knowledge that the single spike protein fragment can spread infection, even though it seems to PCR test positive and venom definately tests PCR positive. At this point, I do not know if all that was called COVID was from a bioweapon flu virus that was started not only in Wuhan but in the USA in October or Nov 2019, or from venom, or from graphene, or from adding venom and/or graphene to the spike protein fragment, and perhaps aersoling it or putting it inside our food, our water, our meds, something yet to be discovered. I cannot explain how the obvious COVID cases with LongHaul COVID residuals lasting 15 months into March 2021 from January 2020 were caused inside the USA, but the original outbreaks were in October or November 2019 documented by UW-Health who's patients are mostly in Dane County Wisconsin where the UW is located that received some money for GOF research. It was before the vaccine which came out in Dec 2020. But the vaccine itself needs to specific testing to determine if it creates infection or poisoning, or both, as it appears to create poisoning with shedding, based on the detailed research Dr. Ardis did on venom which is now being received with an open mind, which was not the case earlier.
Nobody seemed to catch the little fact timely that Italy did a study in mid-2020 where they found venom in all the COVID19 cases that tested positive in the hospital and died but all the hospitalized cases that tested PCR negative and died did not show any venom present in their bodies. Another report from Italy reported doing a search in 2020 to identify all the causes that could result in the symptoms found in the dead people, and venom was one of those identified. The big question is where could venom have come from before the COVID vaccine was released and in a nation that had the oldest and healthiest population in the world from being a Blue Mediterranean Diet Zone? Only the USA had remdesivir now known to be with venom all to itself.
Honestly, I remain unable to identify that COVID19 is actually infectious. It seems more like what is called COVID19 is caused by severe poisoning from venom, graphene, or EMFs, or some combination of all 4 of these?
A PH emergency caused by poisoning would not get compliance of the population it was poisoning, but by calling it an infectious PH emergency that could make others sick if you did not comply just would do the trick long enough to grab the power during mass confusion.
That would be better than nothing - but it would just leave the criminals in bed with Big Pharma in charge of US health policy, in position to continue poisoning the population by any means that they choose, many of which would not require injections, and would be outside the control of the State governments.
The 'alternative' is to stop being so gullible and naive - and to call out Western governments and their WEF masters as working to wholly deliberately and knowingly poisoning their populations with the fake 'Covid vaccines'.

The first step is outright condemnation of the criminals pushing the Covid 'vaccines' - backed up by very well-presented videos and summary documents, understandable to normal people, showing them what is happening to the blood of the vaxxed, for example: that can be proven in a live video, using normal microscopes - and showing people what normal blood should look like.
