Random MAC addressing is a HORRIBLE idea and violates every principle of a well managed secure network. You can easily have duplicates!!! Which then need to be blocked after spending time figuring out wtf is happening.

You would rather allow everyone to be tracked by anybody using your mac address? If there was no randomization you would be complaining about organizations tracking you via you mac address.
