Yes! Two years ago, our local health department contacted one of our elderly patients that a couple they had over for an afternoon had tested positive for Covid. They were verbally mandated to not leave their home for 2 weeks, yes, 2 weeks, as they might have contracted it also. The man had multiple myeloma, the woman significant pain issues and early dementia. I educated, talked and pleaded with this dear woman to disregard anything the health department said, to go about her business. There was no way this could be enforced. Her fear was too great. They had to rely on others for daily essentials for 2 weeks. Anger does not begin to describe my emotions.
The insnaity lies in obeying "governors" or someone with status. That is what causes the wholesale nuttiness in people. Stocklholm Syndrome squared.

this same 'governor' sat on her six during four days of full blown
rioting in Portland following the loss of sacred cow to Trump in '16
It did NOT stop until the Pearl District began to be attacked
(fat donations not only locally but $$$$$ to Clinton)
To show how sick Portland is, TPTB dismissed schools to
participate in it
Her predecessor did same in sitting on his six as rabble shut down
I-5 and I-84 when Bush announced Iraq
(they had already closed down the bridges between SW Portland and SE.
NOTHING was done until drivers on 2 freeways got out of their
vehicles to encounter the rabble.
