When you speak of annihilation of tens of millions of Russians, you are still speaking about minorities because they were labeled as such by communist regime. They were labeled as a minority of political traitors, minority of “kulaks” (well to do farmers) etc. Them being Russians in a sea of other Russians doesn’t make them not a minorit…

Minority means a small number- not necessarily different religion or ethnicity. The same way Austrians who refuse the vaccine or mandate makes them minority (unfortunately) even though they are of the same ethnic and religious background
