Is it completely honest to claim the trend at 312 votes? It could be that the first batch of voters were the ones mostly impacted by the issue at hand (or adamantly thought they were impacted) and they rushed in, but then more folks joined in and leveled things up?
Not denying that the survey could have been gamed, but that's not the only option IMHO.
