I believe “mandates” must be passed by Congress. But, Joe DID pass an Exec Order yet it implicitly says “Exemptions are allowed.”
Religious exemptions SHOULD be honored in ALL cases given the USA was founded FOR Religious freedom!

I think he also allowed for test exemptions which is fine so long as the tests are paid for and he did pay for a lot of tests. This kind of policy only legitimizes the vaccines as transmission stoppers though which they aren't so it's dangerous and encourages vaccinated people to be reckless.

Exemptions are automatic for the Totalitarian Rulers in power, but required for “we the little people.”
