Saying there are 4 times the number of ambulance calls is not proven by these graphs.
These graphs show that the cost of ambulances to the system has risen by 4 times.

Aside from the possibility that you are just looking at an inflation graph, maybe ambulances are playing tricks by double dipping. Pick up patient to move from Hospital A to Hospital B. But we stopped at McDonalds Drive Thru, so that's 2 trips! Maybe they charge more when they bring the defibrillator to a call for a heart attack, and with all the extra heart attacks it doesn't make sense to ever leave it at the garage... So tack it on every bill.
