Yes. People in the USA will migrate to safe states such as Florida, which has already told DC where to go on covid, jabs, etc. IMHO it's unlikely at this time that the treaty will be effective here, but the USA will eventually break up most likely into regions, similar to when states joined together during the Civil War, according to Martin Armstrong's AI system at https://www.armstrongeconomics.com/blog/.
