This is a very morbid speculation, but having a lot of variation between the batches, and having control (not transparent, but covert control) would be away to experiment and gather data on a lot of deliberate vaccine-formulation variables... that occurred merely due to "poor quality control". I think it is a very reasonable assumption that the defense contractor tasked with distributing ALL the vaxxes, regardless of where manufactured, would have a very accurate data-base about exactly where each and every batch was distributed too. Even Amazon collects this data on their deliveries, it's not like this is a bizarre practice (to track shipments).
