The problem is that it is not possible to know in advance which changes in the genome will make a deadlier virus. The Soviet BioPreparat program, and especially its Vektor Institute in Novosibirsk tried to develop biological weapons from the Korean War to early 1990 and failed.
Another point - why would anyone create a virus that causes a mild version of common cold? If you do not believe it - read the description of the epidemic on the Diamond Princess cruise ship. Not even one crew member developed a cold.
