I think it’s better to see the covid event as a bandwagon on which several groups rode, with different interests. Yes, on the bandwagon there were pharma companies with a financial interest who had managed to bind government and federal agencies such as the CDC and FDA into their marketing arm. There were also globalists with an interest in control. But on the bandwagon there were also groups with an interest in population reduction. Population-reduction people think that wealth is calculated as resources per person. It appears, from what I can see in the response given you, the lynchpin that is missing, or smoking gun, is the lack of direct evidence some central planner instigated a "project" and that there was no apparent criminal motivation and intent; so, this not being resident in the incoming data it cannot influence the AI conclusion for genocide.
If the smoking gun ever comes to light, a real indictment for genocide becomes real.
