Advertise on local conservative talk radio and Christian radio. At the rally have tables to sign up volunteers and ask for lawyers, doctors, administrators and office workers. Pow, there's your local medical freedom organization.
I'd stand out at the local post office several days a week if others would join, handing out vaccine injury papers. I would be averse to local fundraising as this could be done on the cheap and would never want to give anyone the impression that money has anything to do with it by the "good guys". Good old fashioned card table and friendly information, even a more adversarial approach based on the outrages of the "pandemic".

I've seen some people on street corners doing that. I'm always late for an appointment and can't stop to talk.
