All these safeguards and anonymization methods are bullshit. Anything short of name, address, and SSN is perfectly acceptable. Date of birth, sex, zip-code, race, nationality, marital status, education level, immediate cause of death, contributing cause, underlying cause, identification of attending physician, hospital, location, etc. - ALL SHOULD BE INCLUDED. All this `privacy` is simply a way for authorities to cover their arsses.

The combination of aggregation thresholds and random noise injection is textbook anonymization, but the key insight here is that it actualy works in practice at scale. I've worked with similar datasets before and the biggest challenge isn't the tec hniques themselves but institutional resistence to transparency. The GDPR Recital 26 framing is crucial too, once data is properly anonymized it stops being personal data under the law, which removes most of the legal excuses for withholding it.

Withholding data is anti-science but it is not anti-religion. The vaccinators are priests. They are not scientists.
