In the 1990s I was the most junior commissioned officer to have ever served as the operations officer for all army strategic counterintelligence in the continental United States, and I would not wake the President with a report about three people with nothing worse than mild pneumonia in nine football stadiums in a city with a population larger than Virginia. The train had left the station.
