IMO, no, it's just the shitty snow conditions in China, a country with no experience running a pro ski race in a region that doesn't have winter.
Look at the all the other DNF's - dozens of them. This is not normal, all the women were racing fine just a week or two ago in Europe where they know how to run these events.

Also more DNF's are typical in Olympics because there's only a prize for the top 3 slots - in normal World Cup racing the first 15 finishers get points, and there's a cut off they have to avoid at 30th place also. Olympics and FIS World Championships are more of a "go for broke" philosophy
You have a point on conditions, in multiple sports athletes continue to crash out or have major errors at the exact same place along the route. I've seen it in different skiing runs, luge and the snow boards half pipe.
