When a mugger asks you politely for your wallet you comply since the 44 magnum being held to your head is a great incentive. Whether a mandate can be refused depends on what incentives are available to refuse. Usually, there are none when governments are involved.

Maybe you should re-read that a few more times. I don't know how you derive at your conclusion but you're free to comprehend it in any way that makes you feel comfortable.
