The government does not hire the best of the best; in fact, the FAA changed hiring rules under Obama to increase “diversity hire” instead of hiring the best candidates. Trump did try and reverse that, but they are now questioning the reversal.
I also have an ex that works in IT for the National Parks Service. I can tell you with certainty they do not hire the best, and once they get tenure, it’s almost impossible to fire them.
