I talked with him at length not too long ago about this, and he mentioned some updated info he had that would affect your URF of 41 (and make it even higher). If I recall correctly, he said if you were to use the very same analysis you used in calculating your URF of 41, but now include the additional data for the time period you used that wasn't available when you did that calculation, your URF would significantly increase.
