Then ask what they think should be done when an agency refuses to comply. These cases should never end up in court at all because the agencies are REQUIRED to respond.
Some of the people assumed that the gov't had the right to suspend these rules in an emergency. That should be challenged. Especially since we are now in CovidEbolaMonkeyPoxPolioNuclearThreatClimateCrisis mode apparently permanently. They change emergencies so quickly we'll get whiplash from making our heads spin.
