I think they’re also tools, and we have no idea who the people are who really call the shots. When you look at who owns what, Blackrock and Vanguard have a controlling interest in every area imaginable, and Vanguard has a controlling interest in Blackrock. Which puts whoever controls Vanguard at the very top of the worldwide heap. And because of Vanguard’s corporate system, to my knowledge we don’t know who its top people are.
